The Catchment Authority (SCA) has commissioned a number of Reports and peer reviews of those Reports, which have been used by the Authority to demonstrate that the exploitation of the Kangaloon Aquifer is "safe".
The assessment of the Save Water Alliance has been that these Reports have been misrepresented by the SCA, and touted by the Authority as "scientific proof" that no damage to the Kangaloon eco-systems is likely to result from a sustained pumping test. In order to test the SCA's claims, the Save Water Alliance has collected sufficient money from the community (including a number of primary producers) to commission a report from an independent expert, who was asked to assess the SCA claims.
It is not easy to find an "independent" expert. Many hydrologists are employed by the SCA, have been employed by the SCA, or hope to be employed by the SCA. Consequently, the SWA had to go to the ACT to find an expert who the SWA regarded as truly independent; Mr Ray Evans, of Salient Solutions.
